Establishes a pilot project in one state, Nebraska, expanding area eligibility for family child care in rural areas by decreasing the area eligibility threshold from 50 to 40 percent. This 2-year pilot FY 2006-FY 2007 and USDA evaluation is fully funded (click here for details about this provision). Extends family child care Tier 1 area eligibility from three to five years (click here for a USDA memo about this provision). Raises the limit on CACFP eligibility for homeless shelters from 12 years of age to 18 years of age (click here for a USDA memo about this provision). Makes permanent CACFP eligibility for the for-profit child care centers serving 25 percent or more low-income children (click here for a USDA memo about this provision). Allows a permanent agreement between State agencies and institutions, and between sponsors and family child care providers (click here for a USDA memo about this provision). Raises the CACFP audit disregard to be consistent with other programs (from $100 to $600). Creates a paperwork reduction effort to examine the feasibility of reducing paperwork related to CACFP regulations and record keeping requirements (click here for details about this provision). Authorizes a demonstration project to enhance CACFP sponsoring organization and child care center obesity prevention activities targeted to limited-English-proficient audiences. (This project is not funded.) Continues to fund the USDA Management Improvement Initiative (FY05-FY06). Extends income eligibility privatized military housing exemption for children whose parents are in the Armed Forces (click here for details about this provision). Raises the minimum State Administrative Expense to $200,000 (click here for a USDA memo about this provision). Does not change the current law reducing the CACFP State agency audit funds from 1.5 percent to 1 percent for FY05-FY07.
